Jan Kamer is a Chartered Engineer (UK) and member of CIWEM, with more than 29 years of environmental engineering experience in Singapore, New Zealand, Asia and the Middle East, covering solid waste management, wastewater, urban drainage and water supply engineering. He has been based in Singapore for the last 20 years and is currently the head of the Environmental Engineering Division.

Transforming a Landfill Site to Industrial Land in Singapore
Abstract
The lack of land in land-scarce Singapore is a key constraint to the country’s development. For this reason, it is looking at inventive ways to “reclaim” unused old landfill sites. In 2010 the developing agency, embarked on rehabilitation works on one of the landfill sites to allow redevelopment for industrial use. To minimise impacts on the environment and the future users of the site, various mitigation measures were proposed as part of the project. These included: isolation of the waste and control of landfill gas releases by implementing a landfill capping technology with a comprehensive gas collection system. Two methods of landfill gas treatment were investigated and trialed: bio-treatment and gas flaring.
