    Er. Teo Yen Pai is a Registered Professional Engineer (Singapore) with over 31 years of experience in planning, design and project management of civil, coastal/marine and land reclamation works. He graduated from the National University of Singapore with BE (Civil) (Hons) in 1984, MSc (Civil) in 1988, and MBA in 1996. He joined the Housing & Development Board (HDB) in 1984, Surbana International Consultants Pte Ltd after corporatization of HDB in 2003. Presently, he is the Senior Vice President of the Coastal Engineering & Infrastructure Division, and the Project Manager for the reclamation for PasirPanjang Terminal Phases 3 & 4.

    Presentation Title
    3 Rs of Reclamation Materials for Sustainable Construction of PasirPanjang Port Terminal Development in Singapore

    Abstract
    The reclamation for PasirPanjang Terminal Phases 3&4 (PPT Ph3&4) required more than 50 million m3 of fill materials to reclaim 200 hectares of container port land. Conventionally, marine sand is used as the reclamation material. For PPT Ph3&4, a more sustainable 3Rs approach was adopted where several alternative reclamation materials like dredged soils, excavated earth, innovative cement-mixed soil and concrete waste were used to reduce the use of marine sand by 45%. The 3Rs approach has reduced reliance on marine sand and the need for disposal grounds, reaped substantial cost savings, and most importantly achieved a more sustainable development.
